    How do you fix the “flapper” if its not forming a tight enough seal? thats my problem, but the weird part is that its large enough to fit over the hole and forms a tight seal when it lowers itself properly, but for some reason it slides off to the side when I flush the toilet. Any suggestions?

    yup. this must be the problem for me. i changed the valve to a modern non float valve, but still continues to run. there has been a little water leak coming from one of those bolts. so, tomorrow i will try to replace it.
